He used to be able to play, but was always a problem because he didn't want to put in the time studying film and learning to read defenses. He had a cannon of an arm, one of the five best arms I've ever seen--not quite up there with Favre or Jurgensen, but in the next grouping. But he's thirty-seven going on thirteen, hasn't played in five years and last played well in 1999. Davis has had success with these kinds of guys, but it was always when they were still young enough to prosper in the right system.
