The nos, for those who are keeping score, are Kerry, Byrd, Boxer, Dayton, Jeffords, Kennedy, Harkin, Reed, Durbin, Lautenberg, Levin, Akaka and Bayh. Update: Lorie Byrd and Power Line speculate that this could be an attempt by Bayh to move far enough away from the center to be acceptable to Democratic primary voters in 2008.
